This is where the footpath crosses the railway between Culham and Radley. There were no trains coming when we crossed so it was quite safe.

If this is the crossing at SU527963, then you are still in Culham CP at this point. You would have to cross the River Thames to get to Radley! The parish immediately to the north of Thame Lane at this point is Nuneham Courtenay!
